No. GNP is measure of productivity and income of all Americans both in and out of the country. It applies to only Americans, but to Americans everywhere in the world, in contrast to the Gross Domestic Product (GDP) which is the combined total productivity of everyone within the US itself, regardless of nationality.

Both measures are totally nonsensical and arbitrary, and are unreliable indicators of anything. Politicians just love their pie charts.
