Davis Cup Question

At my book, the USA are a heavy favorite to win this thing. I know they are going to go play on a fast carpet in Sweden, but is there a chance that either the Germans or Russia could pick the surface in the finals. I would take both fo those teams over the US on clay, but I cant figure out it works in terms of picking the surface. Thanks guys for the help.

Germany and Russia both has a possible home advantage against USA. If I remember right the home advantage goes in turns like USA has been a hometeam against Sweden last time they have met and now it is Sweden and next time they will meet it will be USA but not so sure about this.
