This could really hurt hertz. They need to cut the 300 cases down to a few a year. Cases, where an extensive effort and many documented efforts to contact customer went unanswered. including sending an agent to the home, then, they should file a civil claim, and exclude police.
Also, how do the hertz numbers compare to other car rental companies?
