Sure there are very rare circumstances where somthing was fishy. But I'm telling you, 99% of the time they no more than the child to stay with the parents. My mother was in regional management for cps.

That's for sure. We were foster parents for several years. Those poor kids always seemed to end up back with their scumbag parents.
