Chelsea got in a groove midweek against Hull and their new attacking formation should find similar space against Fulham. New Chelsea boss Avram Grant has said he wants to play with 5 attack minded players. Also doesn't hurt Fulham have scored the second most and conceded a league high 14.

The line is clearly not taking into account Chelsea's new philosophy and imo should be set at 3 with the over slightly favoured.

I do have to take one exception to your post, however. I disagree when you say "Avram Grant wants to play with 5 attack minded players." You should say "Abromovich wants to play with 5 attack minded players."
