The Beiji oil refinery has been an ongoing target for Islamic State of Iraq and the Levant terrorists, and the area around the refinery has been contested for several months, officials said. Reinforcement and resupply of the Iraqi forces within the refinery is ongoing, officials said. Ground forces, supported by coalition airstrikes, reconnaissance, and advise and assist elements, maneuvered to clear through the area, establishing route security and reclaiming key terrain. ‘Steady, Measured Progress’ Made Against ISIL “In the past 72 hours, we have seen the [Iraqi security forces] make steady, measured progress in regaining some of the areas leading to the Beiji oil refinery despite the significant [ISIL] resistance in the form of [improvised explosive devices], suicide vehicle borne IEDs, as well as heavy weapon and rocket fire attacks,” said Marine Corps Brig. Gen Thomas Weidley, Combined Joint Task Force Operation Inherent Resolve chief of staff. WASHINGTON, May 24, 2015 – Islamic State of Iraq and the Levant extremists took control of Ramadi last week when Iraqi forces failed to fight for the city and instead withdrew, Defense Secretary Ash Carter said in an interview broadcast on CNN’s “State of the Union” program this morning.
“What apparently happened is the Iraqi forces just showed no will to fight,” Carter told Barbara Starr, CNN’s Pentagon correspondent. Iraqi security forces must have the will to fight and defend themselves against ISIL extremists, he added.
Iraqi Forces Vastly Outnumbered ISIL Fighters
Iraq’s forces were not outnumbered in the fight for Ramadi when ISIL gained control of the city, the secretary said. “[They] vastly outnumbered the opposing force, and yet they failed to fight,” the secretary said. “They withdrew from the site, and that says to me -- and I think most of us -- that we have an issue with the will of Iraqis to fight ISIL and defend themselves.”
U.S. military forces can provide the Iraqis with equipment and training, but “we obviously can’t give them the will to fight,” Carter said. With equipment, training, coalition support and some time, the secretary added, he hopes the Iraqis will develop that will.
Only Iraqis can defeat ISIL in their own country, the secretary told Starr. “If there comes a time where we need to change the kind of support we’re giving to the Iraqi forces, we’ll make that recommendation,” he said.
Airstrikes Work, But Iraqi Forces Are Necessary
U.S. military and coalition forces have made regular airstrikes against ISIL and its facilities in Iraq since August, but those airstrikes have limitations, the secretary noted. “Airstrikes are effective, but neither they nor anything we do can substitute for the Iraqi forces’ will to fight,” Carter said.
U.S. forces can participate in ISIL’s defeat, the secretary said. “But we can’t make Iraq run as a decent place where people live,” he added. “We can’t sustain the victory.”
No Plans for U.S. Controllers
Carter denied that the Defense Department has recommended putting U.S. forward air controllers –- military personnel who direct fighter pilots to targets -- on the ground in Iraq.
“What happened in Ramadi was a failure of the Iraqi forces to fight,” Carter said. DoD’s efforts, he added, are devoted to providing Iraqi ground forces with equipment, training, “and to try to encourage their will to fight so that our campaign enabling them can be successful, both in defeating ISIL and keeping ISIL defeated in a sustained way.”

Iraq’s prime minister reveals extent of equipment loss when Isis overran the army last year in the country’s second-largest city


Iraqi security forces lost 2,300 Humvee armoured vehicles when the Islamic Statejihadist group overran the northern city of Mosul, the prime minister Haider al-Abadi said on Sunday.

“In the collapse of Mosul, we lost a lot of weapons,” Abadi said in an interview with Iraqiya state TV. “We lost 2,300 Humvees in Mosul alone.”
While the exact price of the vehicles varies depending on how they are armoured and equipped, it is clearly a hugely expensive loss that has boosted Isis’s capabilities.
Last year, the US State Department approved a possible sale to Iraq of 1,000 Humvees with increased armour, machine-guns, grenade launchers, other gear and support, which was estimated to cost $579 million.
Clashes began in Mosul, Iraq’s second city, late on June 9, 2014, and Iraqi forces lost it the following day to Isis, which spearheaded an offensive that overran much of the country’s Sunni Arab heartland.



The militants gained ample arms, ammunition and other equipment when multiple Iraqi divisions fell apart in the country’s north, abandoning gear and shedding uniforms in their haste to flee. Isis has used captured Humvees, which were provided to Iraq by the United States, in subsequent fighting, rigging some with explosives for suicide bombings.
Iraqi security forces backed by Shiite militias have regained significant ground from Isis in Diyala and Salaheddin provinces north of Baghdad. But that momentum was slashed in mid-May when Isis overran Ramadi, the capital of Anbar province, west of Baghdad, where Iraqi forces had held out against militants for more than a year.

Much has been made about the ability of ISIS to master social media to recruit and broadcast their victories. But the U.S. Air Force is turning the militant group’s eagerness to share on social media into that intelligence that produces targets.
Air Force Gen. Hawk Carlisle, head of Air Combat Command, described Monday how airmen at Hurlburt Field, Florida, with the 361st Intelligence, Surveillance and Reconnaissance Group, recognized a comment on social media and turned that into an airstrike that resulted in three Joint Direct Attack Munition (JDAM) missiles destroying am Islamic State in Iraq and Syria (ISIS) headquarters building.
“It was a post on social media to bombs on target in less than 24 hours,” Carlisle said. “Incredible work when you think about.”
Carlisle was careful not to share all of the Air Force’s secrets to include the location of the building but this is how he told the story at the recent breakfast meeting in Washington D.C. hosted by the Air Force Association.
“The guys that were working down out of Hurlburt, they’re combing through social media and they see some moron standing at this command. And in some social media, open forum, bragging about the command and control capabilities for Daesh, ISIL. And these guys go: ‘We got an in.’ So they do some work, long story short, about 22 hours later through that very building, three [Joint Direct Attack Munitions] take that entire building out.”
The vignette on how this airstrike came to be offers a broader picture into the intelligence gathering being done by Air Force intelligence specialists back at home and stationed forward. Many observers have questioned how the U.S. is producing targets in Iraq and Syria for coalition fighters and bombers with few boots on the ground. Carlisle offered a window into at least part of the process.
The story also offered a view into the Air Force’s updated intelligence organization.
In February, the Air Force stood up the 363rd ISR Wing at Joint Base Langley-Eustis, Va., — a new wing that provides “cross-domain targeting and analysis” that produces targeting products. The wing is subordinate to 25th Air Force, which had been the Air Force ISR Agency before it became a Numbered Air Force under Air Combat Command. The airmen assigned to the 361st in Hurlburt have fallen under the 363rd since it was stood up.
Air Force intelligence officials have said their collection efforts must utilize a wide network of tools to include social media in order to keep up with the enemy. It appears these re-organization efforts are producing targets.
Carlisle also used the vignette to highlight how the Air Force doesn’t need to deploy as many airman as it may have in the past. Of course, many have discussed how many Air Force pilots are flying MQ-1 Predators and MQ-9 Reapers out of U.S. bases like Creech Air Force Base in Nevada.
But Carlisle pointed out how that also can extend to intelligence units. He said the Air Force still needs a presence in deployed locations, but maybe not as large a footprint as the service required in the past.
“It’s about how can you build that system for the future?”
However, he warned that wars and conflicts in the future won’t allow the U.S. military as much freedom to pass on intelligence like the social media tip collected in Florida as easily in the future. Carlisle suggested that satellite communications will be a target for more advanced enemies and militaries in future conflicts.
