Bill says Americans can sue China over virus

A bill was introduced by government that says Americans would be able to use China over the corona virus

I don't think you can sue nation-states over something like this ...... could be wrong though ?

Maybe in an effort to drop the debt I assume. I would guess it would be some sort of American court proceedings and the judgement would be dropping the debt. But who would defend China?
