Best stalking technique?

OK, I have a friend, umm yeah friend who needs to know this. he's not looking to do any damage or hurt anyone but is there something you can put on someone's car to track where they go by computer or something like that and what about tracking the whereabouts of this persons cell phone. Gotta be a way to do that. I know the car thing works because I've seen some reported cases on it. i have no idea how those people get caught doing it. If all you have to do is place some small piece on someone's car. Seems pretty easy and you can eventually take it off if you wish too to not get caught and use it on your next "victim"
