Care to look at how many republicans and democrats get lobbying jobs and other cushy jobs after they are out of govt? An AG going after the finance industry aggressively would've been pointless window dressing. Someone like Madoff you can go after for pure corruption but there aren't really laws against creating systemic risk. Mispricing debt instruments isn't illegal.

Besides the most egregious cases, putting people in jail for a financial meltdown would be the worst kind of feel-good justice possible.
