Sounds like a limit to me!

Limit games say 2-4 you can only rise it 4 times so a max of 16 dollars. With the no limit cash game if you buy in for 100 you can bet that 100 right away. If you take everyone's money at the table and have a chip stack of 1000 you can go all in with the 1000 the very next hand. Its a limit on what you can buy in with not a limit on what you can bet with.
