Pinnacle works on a pari-mutuel system paying track odds, (You probably call it tote or something to that effect in Europe). they do not offer fixed odds wagering on normal racedays. Only special events such as Kentucky Derby, Breeders Cup, etc. And even then it's only in a futures environment, as it's not active on raceday.

I'd guess you'd have to go to an exchange such as EHorse or something to get fixed odds. You can also lay odds there.
I think that brisnet.com has a toteboard, but not sure if you have to be a subscriber to get it. I have all the video feeds I'd need so it's not really an issue.
The odds that you see on the buttons are only the tote odds at that time. The price will be fixed at the start of the race. Until then it will fluctuate relative to monies wagered.
