Any mechanics here?

Havent drove my winter car in about 6 months, started driving it again.
Brakes were making this horrible squeaking noise so i went to get new pads.
Now that i have it back in my posession, it feels kinda strange.

When i hit the brake
, it studders about 3-4 times before coming to a complete stop.
This feels weird and ive called the shop and they said its perfectly normal.
The car is a 2006 tl btw

Happening every time you stop and are you sure it's the brakes? Also is is icy where you're driving?

Its icy here in chicago and its getting worse.
It starts as soon as i hit brake pedal, it will chug,stop,chug,stop,chug than complete stop

its automatic to if that helps

Well another thing i noticed is it always had that abs light on and check maintenance before.
Now both lights dont come up, but abs doesnt cause breaking like that
