Moammar Gadhafi has gotten an early gift from the U.S., after 17 years of sanctions. In the spirit of Bush/Cheney oil diplomacy, Gadhafi has been given the opportunity to market more oil and natural gas. The U.S. deal stipulated that Moammar declare that he is going be a good little Colonel and not continue to develop nukes.
As with most of the Bush administration’s foreign policy actions, its real motivation is usually oil related. This time it is especially sweet...as in light, low-sulfur crude; the oil, in the deserts of Libya, has some of the highest valuation on the world market. The liquid natural gas (LNG) market is booming, too; and Libya has lots of that.
One might wonder why this Libyan news is cropping up right now. The timing of Libya regaining U.S. blessing does seem to have some unusual curiosities? Maybe we can get some likely answers by looking back at the Middle East.
Iraq is not particularly stable or pumping much oil, but the threat of Saddam destabilizing the region is gone. Now, that there seems to be more emphasis on cracking down on Saudi funding al Quaeda, terrorists threaten oil production. Problems.... like, oops, there goes an oil field up in smoke or pipeline set ablaze...make Bush supporters, like big oil interests, very anxious.
Other factors may play a part in the Libyan developments. Low sulfur crude is cheaper to refine and it goes along with Bush's energy policy to promote cleaner diesel fuel, which is used to promote cleaner burning diesel trucks and heavy equipment, not to mention all the old emergency power plants in stand-bye mode all over the U.S. (stand-bye means that they fire them up once a week for a hour or so, to keep them operational).
LNG is a big element of Bush energy policy, too. A seven-fold expansion of U.S. terminals from the current 4 is in the works. Demand for natural gas is increasing rapidly. “Merchant” power plants use gas turbine engines to generate electricity for the spot market; many are being built where ever market and transmission lines intersect. Many fleet vehicles use LNG, including buses that may start to reform LNG into hydrogen to be used in fuel cells. Natural gas is relatively clean burning and is thus a way to reduce emissions in dense urban areas.
Now, do you have a better idea what motivated Moammar's Christmas present? One sure outcome U.S. purchases of Libyan oil and gas will be that we will be supplying a known sponsor of past terrorism with the most essential weapon in the terrorist's arsenal...lots of money.
