Asians and other minorities don't have the history in America that blacks do. They were not enslaved and forced to build a country for white capatilists and then given homes in ghettos and the worst education that could be given. Racism is formed from power. Blacks have no power. If you want to break this down into smaller scales then you could say a white walking into a black neighborhood no longer has power on that small scale. Blacks can be racist but it doesn't hold as much water as when whites that are in power are racist.
