I am very new to this and I was wondering if I should use a sports handicapper to get me going and if so who?
Also, what kind of a "bankroll" do I need to start with?

I'm no expert but never pay someone for picks. Besides even if there is a handicapper who is actually good, you will find his plays here for free.

You might want to start recording stats to help you pick your own bets. The stats you record is up to you. You can be very creative. I'd be lost without my stats!!

standard answer as far as bet amounts no more then 2%-3% of your starting bankroll.Monitor and adjust your win-lose % to keep track of when to increase or decrease bet size
